Solution Provided | Validation of Concept Study for Pre-Feasibility Study (PFS)

Carnac Project Delivery Services (Carnac) were engaged to review and validate a Refinery Energy Improvements Concept Study previously undertaken by the client. Carnac's scope of work included:

  • Review of all the Concept Study documentation supplied by the client;

  • Confirmation that all assumptions used in the Concept Study are valid;

  • Obtain Area Owners (Operational) buy – in for each aspect of the Concept Study;

  • Confirmation that each aspect of the Study can be practically implemented;

  • Validation of the Concept Study's Business Case;

  • Development of fit-for-tender documentation to be issued with the PFS bid; and

  • Development of tender reports.

Carnac developed a comprehensive report that outlined several key opportunities to be taken into the PFS. The report included:

  • Development of a Scope of Work (SOW) for each viable opportunity to enable the work to be tendered at a PFS level;

  • Red-line mark-ups of Process Flow Diagrams (PFDs), Piping & Instrumentation Diagrams (P&IDs) and General Arrangement (GA) drawings;

  • Risk assessments for each viable opportunity, including process, operational, maintainability, construction and project risks;

  • Development of a PFS level document which will included a schedule (Level 4), study work plan and budget;

  • Development of a +/- 50% Capital Estimate (CAPEX)  for each viable opportunity; and

  • All the engineering deliverables for each viable opportunity and a summary of the work performed.
